Estimated Scope of Work in Stage II of the ProjectWater SupplyThe emphasis in the 2nd stage of the Project lies on assuring quality of the supplied water and construction of main pipelines as a fundament for the further development of the system. The planned water supply development components are given in the table below:
Ū-1 – Improvement of water preparation plantStage I of the project included the first stage of the reconstruction of individual water preparation plants. However, to assure that drinking water in Jūrmala City fully meets the established requirements, it is necessary to supplement the technology of Kauguri, Jaundubulti and Dzintari water preparation plants with sulphate removal (nano-filtration) systems and to fully reconstruct the water preparation plant of Kauguri. The component is divided into four sub-components: 1. Improvements to Kauguri water preparation plant; 2. Improvements to Jaundubulti water preparation plant; 3. Improvements to Dzintari water preparation plant; 4. Reconstruction of Ķemeri water preparation plant. Ū3 – Construction of water supply mainlines:The construction of water supply mainlines includes construction of main pipelines (d=200-350 mm) in the territory of the city to link the currently separate water supply systems and thereby increase the reliability of the system and assure development of the distribution pipelines in the districts of the city where the service has not been available so far. The implementation of this component will result in linking of two largest municipal water supply systems (Kauguri and Central). This will significantly increase the level of reliability of the system and assure a rational use of the current water sources and operation of the water preparation plants. This component included laying the fundament for the further development of the water supply system at Vaivari, Krastciems, Valteri, Asaros, Melluži, and Druvciems. To ensure accessibility of water engineering services, the component includes construction of mainlines also at Kaugurciems, Sloka, Buļļciems, and Priedaine.Ū5 – Widening of the water supply pipeline network in the districts of the city:Construction of new water supply pipelines in the areas of the city where centralised water supply services have not been available up to now. The second stage of the project covers the districts whose priority is established in the municipal development plan. A complex construction of water supply and sewerage networks is planned in these districts. It is planned to construct approximately 1385 branches for individual connections up to the red line or the border of the private property. Work is planned at Ķemeri, Kaugurciems, Sloka, Melluži, and Bražuciems. SewerageIn the second stage of the project, emphasis is put on assurance of sewerage services in the districts established in the municipal development plan as well as on the rehabilitation measures urgently required in the current system to ensure its reliable and efficient operation also in the future. The planned sewerage system development components are given in the table below: 4. Table 4
K5 – Widening of sewerage pipeline system in the districts of the city:The component includes construction of new sewerage pipelines, pump stations and a pressure line in the districts of the city where centralised sewerage services have not been available so far. Sewerage services will be assured in the districts prioritised in the municipal development plan. A complex construction of water supply and sewerage networks is planned in these districts. It is planned to construct approximately 1140 branches for individual connections up to the red line or the border of the private property at Ķemeri, Sloka, Kauguri, Kaugurciems, Valteri, and Melluži. Expected sources of fundingThe following sources of funding are planned during the implementation of the second stage of the project: 1. EU Cohesion Fund (~70%); 2. Jūrmala Municipality(~12%); 3. LLC „Jūrmalas ūdens”(~18%). Jūrmala City Council has approved the funding by 18.09.2008 Decision No. 811 for an investment of LVL 2,142,917.18 into the project during years 2014 and 2015. Funding from the Cohesion Fund is planned in accordance with Cabinet Regulation No. 836 "Regulations on Activity Program "Infrastructure and Services" of 09.06.2009, Supplement 3.5.1.1. activity "Development of Water Engineering Infrastructure in Agglomeration with a Human Equivalent Over 2000".
